It would be safe to say Jessie had not been expecting trouble this day, but then...when was trouble every truly expected. Maybe it was the Western surroundings once more, reminding her of one too many "rodeos". Jessie still played it by ear, or more sight, on whether or not to reveal that she could move and talk, but for the most part, tried to act like a normal toy around children. Play was more important to both than a conversation, after all.
That and what Woody said probably happened to the one kid he broke the rule for, even if he explained why he did such.
No sense sending them home scarred, they were in the parks for fun.
Whether the surroundings made it worse, or not, the little girl who rushed up to where Jessie had positioned herself near a pillar to be found had looked a lot like she could be Emily's own daughter anyway! The cowgirl doll shoved this thought aside though, and refused to think like that and that she could have even come close to seeing her previous owner.
She never saw the girl's mother and they hadn't lived near Florida at the time anyway. It was just coincidence or her own thoughts.
Jessie did her part or doing nothing through make believe and confronting soda can bandits before the small child was pulled away by thought of the actual rides in this place. Then she was left in a surprisingly worse mood than before, never-mind Play Times usually helped with being here.
"Hog-tie the mailman!", Jessie wasn't her usual cheerful self as she said this and kicked at one of the can bandits on the wooden porch.
