Notes on Zootopia

One of the problems I'm having with Judy is the fact that we know so little about her universe. Maybe here we can hash out some details so we're all on the same page.
First off, we've already established that she has a tranquilizer gun and a taser, though why she didn't pull one or the other out when she first found herself surrounded by "monsters" will forever remain a mystery. But, is that a flak vest she's wearing with her uniform? It could be important in a story.
Also, we have no idea what planet she's from. It's an alternate Earth, but is it even called Earth? Zootopia is only a city, and I presume their world has countries. But the names might be changed to reflect their animality. Since, technologically, they are right with us, I'm going to assume that the same holds historically. Thus, Basil's clothes are seen as 19th-century duds. But can we use the word "England" with impunity? How about "Victorian"?
In the DuckTales universe, there are counterparts to our own history and geography. Thus, Scrooge might travel to Great Written to search for a play by Drakespeare. But is it so with Zootopia?
We know for a fact that Judy's world is not Scrooge's, since they have no talking birds in the former. Which also rules out the Chicken Little and Robin Hood worlds. In fact, CL, RH, and DT could all possibly be the same universe. But not Zootopia.
And, speaking of other animals, there are definitely non-sentient animals in Zootopia, just not mammals. We see flies around Yax and a store that sells fish in the background. So Judy knows what insects, fish, and other creatures are; she just doesn't expect them to talk (I covered this somewhat in her first thread).
Of course, anything we come up with could easily be cancelled out by Disney in the future, through interviews with the creators, books, the Disney blog, future shorts, a sequel, etc., etc.
Any comments or insights? Or possibly other problems that need to be addressed?
